On October 14, Wang Jiangping, Deputy Minister of the Ministry of Industry and Information Technology (MIIT), stated at a press conference held by the State Council Information Office that in the fourth quarter, the MIIT, in conjunction with relevant departments, will introduce a new batch of specific measures to promote consumption and expand domestic demand, helping enterprises to expand markets and unleash vitality.

Specifically, the first focus is on investment-driven initiatives, implementing technology renovation and upgrading projects as well as equipment renewal projects. The second is to expand consumption by organizing a series of actions to improve supply and promote upgrades. The third is to deepen the application of scenarios, fostering and growing new forms of productivity such as low-altitude economy and intelligent manufacturing.

Wang Jiangping stated that they will expedite the approval and funding of ultra-long-term special treasury bond support projects, and speed up the disbursement of the signed 150 billion yuan in technology renovation loans. Recently, a new batch of special loan projects has been recommended to banks, and preparations are being made in advance for the pilot cities of new technology renovation in the manufacturing industry by 2025. In terms of promoting consumption, the MIIT will increase the promotion of new energy vehicles. Wang Jiangping revealed that the MIIT will introduce implementation opinions to promote the innovative development of future industries, and vigorously develop new fields and new tracks such as humanoid robots, brain-computer interfaces, and 6G. Specialized and specialized small and medium-sized enterprises (SMEs) have attracted widespread market attention. At present, China has emerged with 141,000 specialized and specialized SMEs and 14,600 specialized and specialized "little giant" enterprises, which have played an important role in promoting new industrialization and the development of new forms of productivity. As representative enterprises of the new economy, new business models, and new models, unicorn enterprises have the characteristics of fast development and high growth, and have become a new force in promoting new forms of productivity. In recent years, the number of Chinese unicorn enterprises has continued to grow, and their comprehensive capabilities have been greatly improved, and a number of super unicorn enterprises have emerged. Beijing, Shanghai, Hangzhou, Guangzhou, Shenzhen have gathered a large number of unicorn enterprises, and the number of unicorn enterprises in Chongqing, Tianjin, Chengdu, Changsha, Wuhan and other places has also been gradually increasing in recent years, showing a multi-polar development trend.Data indicates that unicorn companies from high-end manufacturing, consumer and retail, and high-tech fields account for more than 78%. Among the unicorn companies added last year, over half are from hard-tech tracks such as new energy, artificial intelligence, and semiconductors.

Wang Jiangping stated that the growth of unicorn companies requires not only the companies' own technological strength but also a favorable development environment. Next steps will include the following measures by the Ministry of Industry and Information Technology to promote and support the development of unicorn companies in China:

1. Establish a unified national system for cultivating unicorn companies, with联动 between ministries and provinces.
